Texas GOP Primary - Prop 5 - Mandatory Sonograms

In this years' Texas Republican primary there are 5 non-binding propositions that are on the ballot.  Proposition 5 is as follows:    
Republican Party of Texas: "Ballot Proposition #5: Sonograms
The Texas Legislature should enact legislation requiring a sonogram to be performed and shown to each mother about to undergo a medically unnecessary, elective abortion."
I was trying to do some research on the sonogram ballot proposition and I came across an interesting page from the Victoria Advocate.  This page dated Feb. 15th, which looks to be an AP test bulletin, states that this proposition has been decided and it has been Rejected  by the Texas GOP voters.

Do they know something we don't about how this vot is going to turn out?  Not that this means anything really, but I found it interesting since I do not fully agree with this proposition.  Actually I do not agree with it and I will be voting 'NO' on it when I head to the polls sometime this week.  The reason...Who is going to pay for all these forced/mandated sonograms?  It doesn't take too long to come up with the correct answer; you and me.

I did find that AP test bulletin on the Victoria Advocate interesting though since it made me think...maybe this proposition will get rejected by the Republican voters of Texas on March 2nd...Maybe voters have woken up within the Republican party. 

Even though it may sound like a good idea, and to some be the right thing to do, it is going to have to be paid for and it looks like the governmet, i.e. the taxpayers, are going to foot the bill once again.  Adding to government spending sure doesn't sound like the fiscally conservative thing to do.  Isn't it the goal of these so-called conservatives, such as one Texas state senator who is pushing this proposition very hard, to limit the size and scope of goverment by decreasing spending thus lowering taxes?  So, tell me again how the mandated sonograms proposition does that?
